Welsh Athletics Constitution

CONSTITUTION

1: NAME:

The name of the organization shall be ‘Welsh Athletics League’.   The League will comprise of one single division.

2: MEMBERSHIP:

a) Membership of the league shall be open to any open athletic Club, which is affiliated to UKA [UK Athletics] and WA [Welsh Athletics] and whose fees are not in arrears.

b)  New applications shall be dealt with in order of receipt and acceptance shall be subjected to any vacancies in the current or future competitive structure of the League.

3: FINANCE:

a)  ALL league funds shall be applied towards the furtherance of League objectives. In the events of dissolution, funds etc. remaining shall be devoted to objectives similar to those of the League.

b)  The Executive Committee shall cause accounts to be kept of all money received and EXPENDED by the League AND shall annually present them to a General Meeting.   Accounts made up TO date not more than four weeks earlier than the date of such General Meeting.

4:  FIXTURES AND VENUES:

Recommendation of fixtures and venues to be submitted at Welsh Fixtures Meeting for agreement. (Reference Leagues booklet)

RULES FOR COMPETITIOIN

1:  UKA RULES AND WELSH ATHLETICS APPLY:

All athletes must be first claims Club Members and Registered with Welsh Athletics.  Registration number together with Date of Birth to be entered on Team Sheet the first time an athlete competes in the League in any one season.

AGE GROUPS:

The Competition year for Track & Field shall be from 1st October each year to the following 30th September.

UKA RULE 107.

UNDER 17 MEN AND WOMEN (SCHOOL YEARS 10 AND 11)

a) Track and Field events for Under 17’s shall be confined to competitors who are aged 15 or 16 on 31st August within the Competition Year, as defined in (1) above.

b) Other than when competing in a combined event, Under 17’s may compete in maximum of four events on one day of an athletics meeting, and if so doing, one of these must be a relay. If Under 17’s are competing in a combined event they are not allowed to compete in any other event on the same day.

c)  No athlete in this age group is allowed to run in any track event in excess of 5000 metres.

d)  Under 17 athletes may compete against Juniors or Seniors in track events, including National and County Championships, in events not exceeding 3000 metres (including steeplechase), subject to any limitations as to standard laid down by the organisers.

e)  Under 17’s may compete against juniors or seniors in field events, provided the implements to be used are those laid down for the older age group.

UNDER 20 YEARS JUNIOR MEN AND WOMEN

a)  Track and Field events for Juniors shall be confined to competitors who are 17 or over on 31st August within the Competition Year, as defined in (1) above, but Under 20 on 31st December in the calendar year of competition.

b)  Juniors may not compete in more than five events on the same day of an athletics meeting. If juniors are competing in a combined event they are not allowed to compete in any other event on the same day.

c)  Juniors may only run in track events up to and including 10000 metres.

d)  Juniors may run against seniors in open track events, including National and County Championships, up to and including 10000 metres.

e)  Juniors may compete against seniors in open field event competitions, including National and County Championships, provided that the implements used by them shall be those laid down for senior competition.

SENIORS 

A senior is a competitor who is at least 20 years of age on 31st December in the calendar year of competition. 

2. Athletes Information

a)  All athletes register individually on the day of competition

b)  No maximum limit of athletes per event per club for the first 3 fixtures

c)  Best two performances will score

d)  Final match No4 will be for 2 athletes per event, per age group

e)  Athletes are allowed to compete outside his/her age groups, but must remain in that age group throughout the day, including relays.

f)  Athletes are only allowed to move up one age group.

g)  U17 athletes can only compete in a maximum of 3 events, plus a relay, U20 athletes can only compete in a maximum of 4 events plus a relay, and senior athletes can only compete in a maximum of 5 events plus a relay.

h)  If any athlete competes in more than their maximum allowable number of events, all points they score at the meeting will be deleted. Performances achieved in their extra events will not be forwarded for statistical purposes.

i)  Numbers must be worn on the back and front for all events [except High Jump & Pole Vault] by the Athletes at all times.

j)  Guest athletes from non-Welsh Athletics affiliated athletes for the first 3 matches and not the final

3. Club Information

a)  Club colours shall be worn by all Athletes during the meeting.

b)  Team managers will be issued with a relay declaration sheet on the day to be submitted 45 mins prior to the relay events

c)  First aid Facilities and personnel [arranged by the host club] will be available trackside at a designated location, next to the First Aid Flag or sign post, 1 hour prior to the start of the first event.

4. Officials

a)  Host Clubs are responsible for the appointment of all chief officials for meetings they are hosting. If they are unable to find the full quota they should seek assistance from the Welsh Athletics Officials Secretary. On selection@welshathletics.org

b)  The host club will provide the positions in the table below.

c)  Member Clubs to provide REQUIRED CLUBS RESPONSIBILITY OF OFFICIALS at least one of which MUST be graded

d)  ALL Officials names MUST be declared on Officials Declaration sheet at a designated signing in point at each meeting.

5: ADMINISTRATION:

a)  Club Affiliation fees £100 per annum payable by 1st April each calendar year of competition.

b)  Athletes fees £5 per match

c)  Athletes’ fees will be paid for at registration.

d)  The League will provide numbers for each Club.

e)  Declaration sheets for relays will be provided to be collected on the day by team managers

f)  Timetables will be provided by the League and emailed to team managers.

g)  Field Events:  trials for jumps and throws will be 3+3 with top 8 regardless of age group having the 3 extra trials.

h)  Only Team Managers to collect results from recorders, no athletes permitted into the results room.

i)  All protests, objections, complaints etc: by athletes are to be made via their Team Manager, to the relevant Referee on the day.  Written complaints; on Club headed notepaper; should be addressed to the League FACILITATOR within 14 days. 

6: EVENTS/SCORING/MEMBERS

a)  Team awards will be for U17 Male & Female, U20 Male & Female, Senior Male & Female along with overall male, overall female and overall male & female.

b)  3 matches will have league points awarded where the top 8 clubs will proceed to a full timetable final where events will be for 2 athletes per club per event.

c)  Maximum of 4 athletes per event per age group

d)  Best two performance score

e)  Scoring: For all divisions match points Will be ‘A’ String first scorer = total amount of teams x 2 with a 2pt reduction sliding scale ‘B’ String second scorer = total amount of teams x 1 with 1pt reduction sliding scale e.g. 9 teams ‘A’ string will be 18 – 16 – 14 – 12 – 10 down to 2, ‘B’ string will be 9 – 8 – 7 – 6 down to 1.
